Process Safety Management/Risk Management Plan (PSM/RMP)
Facilities with quantities of hazardous chemicals over OSHA’s threshold levels must comply with OSHA’s Process Safety Management standard. Among others, PSM applies to facilities with over 10,000 pounds of anhydrous ammonia contained in a refrigeration system. This standard has been required since 1994.
The Clean Air Act of 1990, Title V, includes requirements for facilities regulated by PSM to submit Risk Management Plans (RMP’s) to the EPA. It is critical to carefully and accurately address issues with the EPA as EPA fines are up to $27,500 per day. Risk Management incorporates PSM, but also requires:
- Executive Summary and Registration
- Hazard Assessment – Worst Case and Alternative Scenarios
- 5 Year process accident history
- Document Management System
- Emergency Response Plan, management data and coordination with local responders
- Refiling every five years or at PHA revisions
